Describe the solution you'd like
I would like a resource to manage the Network Controller which is a prereq for VPC's etc using the v4 api
Describe alternatives you've considered
I have considered using provisioners for this but it would be nice to have a Terraform native resource.
Another thing to take into account here is the need for continuously polling the task for a proper end-state since it takes ~5 minutes for it to deploy on creation.
This could for example be useful for Terraform stacks that deploy VPC's and they are dependent on the fact that the Network Controller exists.
