Pinia stores are not hydrated from cookies when used with @nuxtjs/i18n and routeRules

I filed this bug prazdevs/pinia-plugin-persistedstate#293 under pinia-plugin-persistedstate because I think it's the most likely that the issue is there, but I can't rule out that the issue might be with @nuxtjs/i18n. If anyone has any insights into how to debug this, I would be most grateful.
