Cannot read config file

I cannot open a bug about this because I don't think I could replicate it with a minimal installation and furthermore I don't think it's a none-ls issue but something else but I have no idea where to seek for help.

I read everything online but yet couldn't find a solution.

My colleagues that use vs-code have no issue with the project setup so it has something on my side

Updating eslint_d to 14.0.1 solved my issue
