Welcome to BluebirdCRM, the evolution of legislative CRM!

About

In 2009, the New York State Senate set out to replace their aging, mainframe-based constituent management system, OMIS. BluebirdCRM is the result of this effort. BluebirdCRM is an open-source constituent relationship management system built with CiviCRM at its core.

Bluebird is used to facilitate and manage communications between senate district offices and their constituents. Its functionality helps senate district offices:

  1. Store constituent information such as name, address, phone number, email, etc.
  2. Manage constituent case work through cases and activities.
  3. Send information alerts and community updates to constituents via mass email.
  4. Organize constituents, activities and cases with taxonomies.

Now, in 2026, BluebirdCRM serves roughly 20 million New Yorkers and delivers close to 30 million communications annually. The New York State Senate and CiviCRM Core Team continue to maintain, build-upon and improve the software.
