[Enhancement request] Implement "z4getzip" function from zip4.h library

Ideally, I should fork it and extend with remaining functions. I am rusty on my C skills. Hence this enhancement request.

Other than address inquiry, I need to do reverse lookup for zipcodes, given city & state.
