Section Enable/Disable

sometimes regex isn't enough to handle exclusions, as not all section uris are structured to include unique properties. therefore it would be good to be able to enable/disable the creation of redirects per section.

Retour doesn't really have a concept of "Sections". I'm unclear what you're asking for here?
