Units Changeable toggle doesn't work

Describe the bug

The Units Changeable field is not staying disabled. No matter how many times I disable it and save the field, it always remains enabled.

To reproduce

Steps to reproduce the behaviour:

1. Create a new field using the Units field type
2. Disable the Units Changeable toggle
3. Save the field
4. Refresh the page to see if the Units Changeable field is still disabled

Expected behaviour

I would expect the Units Changeable field to respect the setting that I select

Update: if I change the default units changeable toggle to false, I'm able to update the field settings to either true/false.

It's when the default setting is true that you can't change the value.
