As a developer, I want a service that can capture error reports from nodes, so that users don't need to send them manually

Also implement an optional flag to specify where the node should be posting these error reports (if at all).

Situations that now produce a forceful crash of the node for errors that should be recoverable should be updated to just report an error to this service and let the node continue running.

Draft version here, but there has been no progress last week.

Update: now there is a modified OCaml node running which dumps the inputs to the filesystem so that we can compare them in the case of failure. Working on the changes to make the Rust node post the error to the external service when a block fails to be proven and to keep going instead of forcefully crashing.

Update: testing error submission, extending logic to not only submit failed proofs, but also blocks for which the proof is produced but which cannot be verified.
