As a developer, I want to prevalidate all blocks, so that the node doesn't accept invalid blocks

The node is missing some of the extra block pre-validation logic (block receipt time, genesis state mismatches, protocol version mismatches, etc), implement that.

Update: implemented in #878

Still need to implement the delta block chain proof validation, and adjust the logic so that during bootstrap time-based validation of the block is not as strict (otherwise the initial best tip may be rejected as being received too late if there were empty slots after it).
