Remove Notes and What is new

I suggest to remove the Notes and What is new file for CSAF 2.1.

Reasoning: Both are far from being up-to-date and I think no one has the intention (or time/resources) to update them.

@tschmidtb51 I do not think committee notes on What is new in CSAF 2.x is important.
But, I would love to have something more vivid cover that concern / information.

Proposal: In SARIF, David Malcolm (@davidmalcolm) From Red Hat / gcc compiler project did nice work in deriving a wiki page he manages to mirror in a readable way the summary of changes for the upcoming SARIF v2.2 publication. Cf. What's new in SARIF 2.2. I would like to try that for CSAF v2.2! What do you think?

Sorry, I just finished #1221 ready to merge again, so we can include it when there is a will and bring that quarter long effort to good use.

I want to remove those files as they are outdated and I have no intention to keep them up-to-date. I do not disagree that a committee note "What is new in CSAF 2.x?" might be useful.

Is that automated? I don't want to hold you back - but I wonder how much work that would be...
But maybe, we could compile something from the first comment of our editor revision PRs? 🤔
