Unclear spelling in 6.1.27.19 #1360
Description
The spec states
If the document language is English or unspecified, it MUST be tested that at least one item in document references exists that has a summary starting with Superseding Document. The category of this item MUST be external.

As it should be at least one item, I think this should be changed to these items to better communicate that all items with the requested summary must have the correct category.
Am I understanding this correctly or is it possible that only one item with this combination exists, but other items with the summary Superseding Document have other categories? Currently the only other category would be self, which makes no sense either if it is superseding.
