Derived new issue targeting SARIF v3.0 on behalf of Kalle Olavi Niemitalo

I'd like SARIF 3 to allow unbalanced with angle brackets, as a link in a plain-text message. (SARIF 2.1.0 already allows that as a link in a Markdown message.) That would give SARIF producers an unambiguous way to output links with URIs that include arbitrary messes of parentheses. The syntax would require support in SARIF consumers but I expect it would be easy to implement.
