Create a rofl-client lib for Go #2372
Description
We access the appd interface in go here https://github.com/oasisprotocol/erc-8004/ and there may be more go-powered apps showing up in the future. Write a wrapper for appd calls in golang similar to what we have in python, typescript and rust.
