Can't run against `publish = false` crates, but there's a workaround

In order to get cargo-semver-checks to run when publish = false is set, you need a combination of -p <> and --manifest-path to be set

To clarify:

• --manifest-path <direct-to-pkg> -p <pkg> works. This is the official workaround.
• Using the manifest path of the workspace instead of the package's own Cargo.toml won't work.
• Not providing -p while using the package's Cargo.toml also won't work.
