comments in test code duplicate test names

I suggest prohibiting this:

# This test checks how my object works:
[] +> the-object-works

Such a comment usually is a duplication of the test name. It's better to create short and easy to understand tests, instead of writing documentation for them.

@kislayykumar this is just an example, it doesn't exist in the code base. We just need to create a new lint that will warn if a comment is present at a test.
