Salt in the wound

I do a clean install of each new version of macOS.
On login, and reinstalling Lulu, my rules have been wiped out.
Mac security has become an absolute nightmare (think Windows Vista), and having to create the rules all over again for Lulu is just salt in the wound.
How can I preserve the rules after a clean macOS installation?
