In general, I like the idea of adding some DPs to RO. However, we need to think about how to address the question of including a unit with the quantity (e.g., Should we include a unit?)

This would also support James QQV 'has quantity', and is needed for #844 'is value of' and inverse 'has value'

IAO has "has measurement unit label", which I think could be renamed "has unit". (The insistence on "label" was rooted in an outdated notion that a reference to a unit shouldn't imply reference to the lump of matter (kilo or metric stick). But units are now abstract universal constants.) Secondly units aren't tied to actual measurements, they can apply to hypothetical quantities.
