imagePullPolicy can't be configured in observatorium CR

Currently imagePullPolicy for each component can't configured with observatorium CR.
Default value IfNotPresent is used and can't be changed.

In some cases, we need to make imagePullPolicy field configurable, it would be helpful to add this option.
