Steps to Reproduce

Easy to reproduce:

Use a german windows installation, set the variable %Z as a part of filename (full name of the timezone) and press record. OBS will crash immediatly.

Reason: Ä, Ö, Ü or ß not allowed in filenames.

• click Help > log files > upload previous log file, paste the URL here
• click Help > crash report > upload previous crash report, paste the URL here

I tried this with German settings and can confirm crash.

Filename set to format: %CCYY-%MM-%DD %hh-%mm-%ss-%A-ää きあら %Z

I can also confirm this would be fixed by my PR #12624 or kellemar's PR #12964

Interestingly, it crashes in websockets. So wile your PR is necessary to have OBS handle locales decently on windows, it might be worth also having a look at making websockets fail gracefully when given an improper string.
