DS: Add Google What-if Tool to Data visualization

[The What-if Tool](https://pair-code.github.io/what-if-tool/get-started/#notebooks) is available as an extension in Jupyter notebooks. Add the What-If Tool to analyze classification or regression models on datapoints as inputs directly from within the notebook.
