[new release] biotk (0.3)

CHANGES:

- does not depend on biocaml anymore
- modules Interval_tree, ISet, Bgzf, Sam, Phred_score, Solexafrom, Bamstats
  imported from biocaml
- new modules: Meme, Alphabet, Amino_acid, Ibed
- many small enhancement in croquis
- compatible with core v0.16.0
