[Enhancement]: modify the ocp express admin's password will trigger redeploy

Description

redeploy the cluster is a dangerous operation, please verify all arguments whether it really require redeploy.

Right now, modify the ocp expression's admin password, I think it doesn't to redeploy the whole cluster.

[root@control-001 bin]# obd cluster edit-config myoceanbase
Search param plugin and load ok
Search param plugin and load ok
Parameter check ok

[ocp-express] 172.16.0.101: DO NOT modify admin_passwd after startup
Modifications take effect after a redeployment. Are you sure that you want to start a redeployment? [y/n]: y
Save deploy "myoceanbase" configuration
Use `obd cluster redeploy myoceanbase` to make changes take effect.

Close this issue, ocp express is deprecated, it has been removed in the latest package.
