idm.obe points to master realm instead of ocf realm

Issue

Currently you have to go to idm.ocf.berkeley.edu/admin/ocf/console (instead of the root URL) in order to log into the admin console. Outside debugging, we don't need to access the keycloak admin page often. All keycloak settings are configured in transpire code.

Update: you cannot set OCF realm as the default one.

1. Document this behavior with a PR to OCF staff docs at /ocf/mkdocs

1. Set up a new subdomain (short url works) that redirects to idm.ocf.berkeley.edu/admin/ocf/console
2. Document this well!
