[BUG]: Doesn't take into account permissions with no REST APIs

What happened?

The docs page being scraped only documents permissions used for REST APIs. Unfortunately at the enterprise level there are permissions that only grant access to GraphQL objects, meaning they are effectively undocumented.

That's a JSON formatted list of permissions and mappings for each supported verison of github, split by GHES version/free/enterprise.
