As discussed in ocaml/ocaml#11948, the arm32 runs should be removed from the opam-repo-ci.

Yes they are finding errors (very very occasionally) but

• the errors would only show up in niche setups
• the maintenance cost (for opam-repo-ci as well as for opam-repo) is non-niche
