This could allow for supporting tools that don't yet preserve the property bag.
Consider the following use case:
- Someone creates an OCIF file (from a tool, whatever)
- Import the OCIF file into a tool that doesn't preserve property bags
- Make some changes in the tool
- Export from the tool to OCIF (which will not populate the property bags for extensions that the tool doesn't understand)
- Merge the original OCIF file with the modified OCIF file, populating the property bags for nodes and relations with IDs that match
