Suggestion: Utilise `Closed as not planned` for Won't fix and 3rd-party issues

Currently there are no listed issues under is:issue is:closed reason:"not planned", and there are no results for Won't Fix, as all issues to date have been marked Closed as completed even though this hasn't always been the case:
Won't fix ❌ Won't be fixed - it may not be viable to do so, can't be justified, etc...
