Update Rust toolchain for musl 1.2.5

When rust-lang/rust#142682 gets merged into a release, we need to bump our managed Rust toolchain in order to link to musl v1.2.5 which is used in newer Python Build Standalone releases.

Also worth noting that we could bump our Python Build Standalone reelase to use a dynamically linked musl to fix this too.
