Make a Government Deployment and Interoperability Profile for OpenID Federation

We put together a Deployment/Interoperability profile for OpenID Federation.

Note: We should write this in a fashion so that it can be published as an OpenID note - thus, we need to be general and not assume specific Swedish conditions and requirements.
