labeling question

I'm a little uncertain about how labels are currently applied. For example, can you please clarify how this dataset is labeled as "safety" and "transporation" data? the tags applied by the publisher appear to be "dwp, water and power, jti, and jsi." I can't tell which of these terms would link it to "safety" or "transportation"

and how this dataset is labeled as "education" data? the safety label might not fit, but it matches the label applied by the publisher (jti, jsi, audit, ledger, training, safety, dwp). I don't see what matches to education
