Change the latest Okta.AspNet and Okta.AspNet.Abstractions to be compatible with .NET 4.8 #311

There does not appear to be any meaningful difference between versions 4.8 and 4.8.1.
At the moment, Okta.AspNet v3.2.11 and Okta.AspNet.Abstractions v5.1.7 are broken and cannot be used in production. We have been waiting several weeks for a fix, and it’s frustrating to see the requirements change in the released version.
It would be extremely helpful to have a fixed release that supports 4.8. Requiring an upgrade effectively forces customers to move to a newer framework, which is not an option for everyone.
