[HIP] Implement kernel set spec constant query

Handle the `UR_DEVICE_INFO_KERNEL_SET_SPECIALIZATION_CONSTANTS` device
query to report the feature is not supported. This also causes the
`urKernelSetSpecializationConstants` tests to be skipped.
