Remove UR_DEVICE_INFO_BFLOAT16 #2385
Description
As pointed out in this comment the BFLOAT16 device info query is no longer used in the sycl runtime: software emulation of bfloat16 is supported on all platforms now, so the corresponding bfloat16 aspect was removed in this PR. As such we can almost certainly safely delete UR_DEVICE_INFO_BFLOAT16.
