Add debugger to test runner

### Issue To Be Solved

The Cadence VSCode extension already has a useful interactive feature for running Cadence tests.  However, it can be difficult to debug these tests when they fail.

### (Optional): Suggest A Solution

Add a debug option to the VSCode GUI in addition to the regular test button.
