chore: bump version to 0.32.1

Patch release for UI governance refactor:
- ESLint governance rules (native controls, icon imports, component size limits)
- Unified icon entry via ui/icon.tsx (86+ Phosphor icons)
- Semantic color token system (status-success/warning/error/info)
- Component splits: MessageInput, ChatView, ProviderManager, AppShell, ChatListPanel, AssistantWorkspaceSection
- Native HTML controls migrated to ui/ components across 38 files
- Excluded 资料/ from lint scope, rebuilt better-sqlite3 for ARM
