Implement the issue service

Develop the backend Issue Service to handle core issue-related operations such as creation, retrieval, updating, and deletion.

The Issue Service is a key component missing from the current backend implementation. It will support issue management features.

Tasks

• Design and implement the core service logic for issues.
• Ensure integration with the repository and other relevant services.
• Provide comprehensive unit and integration tests.

Hello @gabor-boros , I was able to get the project onto my WSL and run it. I can also access it via localhost, so I believe I am ready to start working on something. This issue seems interesting so I wanted to check if it's alright to work on it or are there any issues you would recommend I work on?
