creditCard validator rejects valid 13‑digit Visa 

The [CREDIT_CARD_REGEX](https://github.com/fabian-hiller/valibot/blob/main/library/src/actions/creditCard/creditCard.ts#L67) requires at least 14 digits in the plain form, so 13‑digit legacy Visa numbers fail. Is it possible to set 13–19 length?
