CLI flag to ignore ocmconfig

Description
The goal of this issue is to introduce a CLI flag to ignore the ocmconfig.

In the next-gen ocm cli tests, we frequently ran into "works on my machine" issues. This was due to the cli loading the ocmconfig from a default location - even within the tests.

Done Criteria

• Ignore Flag added to cli unit tests to prevent accidental loading of local ocm configs
• Code has been reviewed by other team members
• Analysis of existing tests (Unit and Integration)
• Unit Tests created for new code or existing Unit Tests updated
• Integration Test Suite updated (includes deletion of existing unnecessary Integration Test and/or creation of new ones if required)
• Enduser Documentation updated (if applicable)
• Internal technical Documentation created/updated (if applicable)
• Successful demonstration in Review
