Rectify "Representation" vs. "Resource" as defined in http://spec.datacatalogs.org/ #1

Started out trying to mirror the http://spec.datacatalogs.org/ where we could.
However, in that spec, they renamed Distribution to Resource. The issue with the name Resource is that there is already an rdf:Resource that we may not want to overload.
