Add a cutout for a year of interest

Currently, we are using the default cutout of PyPSA-Earth upstream which corresponds to 2013. Given the fact that electricity demand is tightly connected with the weather conditions, we must remember to update the cutout dataset to the year for which we are using the electricity demand
