Describe the feature you'd like to see

Decouple from SB run to allow only starting from a capacity csv file, but not a solved network from SB.

• Add parameter in config to retrieve results from SB, instead of running the entire SB->CBA workflow
• If parameter/flag is enabled, only then are the SB network related rules are visible/activated

Tasks

• Add a parameter to enable using a pre-existing solved SB network (networks are on Zenodo)
• Get networks from Zenodo (set to pull from latest stable release) - use .nc file
• Use as input for simplify_sb_network rule
