Bug: Incorrect Bin Directory #4458

Describe the bug.
The cli on install will dump all executable applications and scripts into /usr/horizon/bin/.... This is incorrect. There are two ways of handling this issue. The first, is to place all of these execs into the proper /usr/bin/.. without any additional directories. The second is to place a hzn directory in /opt/hzn/...bundling all of the execs together and then create file links to the/usr/bin/..` directory for each.
