Fix horizontal alignment of primary action buttons in "Edit Course" tab

Description

In the Edit Course tab, the bottom right action buttons are visually misaligned and appear inconsistent:

The buttons - "Update Test", "Add Resource", "Add Survey", "Add Step" (at the bottom right) are functional but look awkwardly placed and not aligned with the layout.

Proposed solution:
All bottom action buttons should be consistently aligned
