Support for Unicode ?

Hi,

When reading a license file to validate it, I find that licensecc does not appear to have support for unicode chars within the license filename and path.  This is running under windows 10 built in 32-bit using Visual Studio (Cmake generated as in your build instructions).

Is there a policy for support of Unicode within Licensecc ?
