How to hide Sample Data view and allow rest of the tabs in view only mode

What is the correct way to use policy so that a developer ( who is not owner of that entity) cannot view sample data of a database table but should be able to view other tabs like lineage, schema, profiler etc. I tried Deny rule on table resource and operation view sample data, still it shows sample data. Below is screenshot of the polices I have created
