move shas for 3rd-party/openpmix and prrte

Move prrte sha to head of https://github.com/open-mpi/prrte/tree/ompi_main (open-mpi/prrte@134750e) Move openpmix sha to head of https://github.com/openpmix/openpmix/tree/v6.1 (openpmix/openpmix@a400b10) ompi_main (and upstream prrte master) require OpenPMIx 6.1 or newer - or at least configury check fails.
