rename coll cuda component to something more accelerator type neutral

The coll cuda component now makes use of the accelerator framework so is not directly tied to cuda support.
Renaming this component to something more accelerator type neutral would thus be more appropriate.

We would want to maintain any existing MCA parameters as aliases, much like what was done when renaming vader to sm.
