Details of the problem

After the update #12679 liboshmem_so_version=70:3:30 changed to liboshmem_so_version=70:4:31 - this led to liboshmem.so SONAME change (70-30=40 -> 70-31=39) liboshmem.so.40 -> liboshmem.so.39 which breaks backward compatibility.
