Open MPI v4.1.7 got the Libtool version number wrong for liboshmem.so #13052
Description
In the v4.1.7 release, we updated all the version numbers but we unfortunately got the liboshmem_so_VERSION number wrong.
PR #12679 updated it to 70:4:31; we really should have updated it to 70:4:30.
This had negative impacts on the ABI / upgrade-ability of liboshmem.so.
Need to think about what the Right solution is here.
