Make better help messages for BTL base MCA params #150
Description
We should really provide a little guidance in the MCA params registered by mca_btl_base_param_register(). E.g., say which ones have to be less than/greater than others, etc.
Nathan volunteered to write these -- it's an easy job; it just takes 15 mins to sit down and write them.
